Challenge / Goal

The primary aim was to distribute subsidy money to citizens for improving home energy efficiency, ensuring it was spent solely on its intended purpose. The programme was designed to minimise administrative burden, reduce fraud, and gather data to refine future policies while bolstering the local economy, all in compliance with GDPR standards.

Solution

We developed a mobile application that stores data and virtual currency. Citizens could activate the app by scanning a QR code distributed anonymously across neighborhoods. After completing surveys on their energy habits, they received credits in their app wallet. These credits were exclusively usable at local hardware stores to purchase energy-saving products. Retailers then exchanged these tokens with the municipality for euros. This system proved highly effective; the previous year saw only 16% of the budget utilised over seven months, whereas with our app, the entire allocation was claimed within 13 days.

Citizen participation

Prior to launch, we engaged with local residents, energy advisors, and municipal employees to gather feedback on the app's functionality and survey questions.
